Hinomoto C 172 dash lights

When I try to start my C 172 the key only turns slightly to the letf and the center dash light illuminates. It looks like a piston inside an inverted light bulb. I cannot find a manual in English and this is the first time this has happened. The key will not turn to the plug pre-heat. What is this light telling me?
